UNESCO should approach the International Court for an advisory opinion as to
1. whether "Palestine" qualified as a "state" to be admitted to UNESCO
and if it so qualified
2. whether the two thirds majority vote required for its admission was obtained as required by the Constitution.
It would cost about $100000 to get this opinion. It could well result in "Palestine's" admission being declared unconstitutional which would enable America to resume the payment of its dues to UNESCO.
