If people don't respond to the census and are fined $5,000, will the government bail them out also? America is too big to fail, right?

I'm sure the American people really believe that information about them is strictly confidential under federal law and that the Census Bureau doesn't share data with other agencies, including law enforcement. If the federal government doesn't do any of the above, then why the fine? They're wanting the information awfully bad to exact such a fine.
