I don't think anyone should be paid or rewarded for having numerous children out of wedlock.
There should be no financial incentive for anyone to do this. Having said this, I do think birth control and sterilization should be available and affordable or free to poor people. I don't understand why so many conservatives get so excited about birth control. It is a good thing.
