Senate approves change to Texas Youth Commission

AUSTIN, Texas — (AP) - The Texas Senate has voted to create a new agency to handle the state's juvenile criminal offenders.
The bill approved by the Senate on Wednesday combines the Texas Youth Commission and the Juvenile Probation Commission into a single department.
Bill author state Sen. John Whitmire said the new Texas Juvenile Justice Department will work within local communities and emphasize probation for youth.
The bill comes out of recommendations from the Sunset Advisory Committee, which determined that consolidating the juvenile justice agencies was the best way to iron out persistent problems in the
