I know for a fact that officer Ward did everything he could to try to detain him WITHOUT RESORTING TO VIOLENCE!
It's criminals like Mr. Cumby that give GREAT officers a bad rep for having to use lethal force to stop them from hurting anyone else.

If there were more officers in Frankston there would have been sufficient backup immediately available and this could have been prevented!
